With regard to the average 3.2% increase in premium, does that include the annual loss of "discount" each year? Or is it loss of 3% discount + 3.2% increase?

The rate increase statistics have to do with the "base rate" of the policy. It doesn't address the loss of discount, which is essentially the same as an attained age rate increase.
